Necrons, alderi, and humans all have a ton of individuals with precognition ad well. The 40k defense to the GID would probably be Orikan using his time travel/future sight to make sure the device isn't used. Or they use the celestial orrery to snuff out the star systems or the ygma monolith that is essentially a necron copy machine. Round 2 probably goes to the necrons when the the void dragon decides it wants an army of robots to play with.
